What is the "I save I renovate for young people 19-39" programme?
It is a co-funded programme that provides incentives to young people aged 19-39 years old, with a subsidy of up to 75% to improve the energy efficiency of their home, saving money and energy, thus increasing its value.
Why is it important to prepare your application now, even if the programme has not yet opened?
The selection of applications will be made following a comparative evaluation of the applications submitted. For the best possible chances of approval, it is very important to prepare the study and the dossier correctly.
Who are eligible to participate in the "I Save Renovate for Young People" programme?
All young people born between 01/01/1984 and 31/12/2005, with a family income of up to 50,000 euros for joining the “ExoEconomy” scheme and up to 20,000 euros for joining the “Renovate” scheme, are eligible to participate in the scheme.
* Owners of the property, with any right in rem and own it, or are full owners, or leaseholders and lease it, to join the “Home for Young People”.
* Full ownership and 100% ownership of the property to join the “Renovate for Youth” scheme.
Which homes can be financed?
The single-family house or apartment building as a whole and the individual apartment that meets the following criteria:
- It is used as a main residence, as shown in the income tax return (E1).
- It exists legally by carrying a building permit.
- Only one (1) application per beneficiary’s VAT number is possible.
- It has been classified on the basis of the Energy Performance Certificate (EPC) issued after 26/11/2017 in a category lower or equal to energy class “C” and has not been deemed demolishable.
- For all types of application (individual apartments, single-family houses, multi-family houses), mandatory upgrading by at least three (3) energy categories, compared to the classification in the A’ PEA, in order to ensure Primary Energy Savings of more than 30%.
For the legality of the residence the applicant should provide the relevant legal documents. It is noted that the submission of the Electronic Building Identity/Dispossessed Property Identity will be required at a later stage (for eligible applications).
Budget of works
Maximum eligible budget for works :
Α. Energy saving works:
22.500€ per subsidized house or 220€/m² of the main house.
or the product of m² times the Kwh (kilowatt hours) savings times 1,10€
Β. Renovation works :
10.000€ per subsidized house [for renovation works up to 7.000€ and for the supply of electrical appliances up to 3.000€ (up to 3 pieces)]
Optional loan
Α. Energy saving works:
The private participation of the beneficiary can be covered either by own funds or by bank loans.
Β. Renovation works :
The private participation of the beneficiary can be covered either by own funds or by bank loans.
You cannot apply for a loan only for the Renovate portion of the loan.

Coverage of consultant costs
- 100% subsidised cost of the project consultant’s fee
- 100% subsidised cost from the programme for the issuance of A and B PEPs
- 100% subsidised cost from the programme for the issuance of the HTI
SUBSIDY RATES BY INCOME CATEGORY
The subsidy rate, in the “Save – Renovate” programme for young people , is up to 75% and scaled according to the level of income.
The work budget is up to 32.500€ per application.
If the applicant is a large family, an additional grant (bonus) +15% is provided. Under the ‘Renovate’ strand, the grant rate is the same for all 30% (income limit of 20.000€ applies)
ELIGIBLE "SAVE" INTERVENTIONS
Replacement of frames (frames / glazing) and installation of shading systems
- New insulating / heat-interrupting frames with double glazing (aluminium frames).
- Aluminium frame including the glazing achieving maximum energy upgrade.
- Frame covers are also participating in the program with a separate budget.
Installation of thermal insulation
This category includes the installation of external thermal insulation, while internal thermal insulation is also installed when it is technically impossible or not allowed by the legislation in force. Insulation is also provided on the roof of the property and in the attic.
Thermal insulation of external masonry
Insulation of the rest of the shell with thermal insulation materials and, if necessary, with an organic coating or lightweight fillings.
Upgrading of the heating system and hot water supply use
The installation of a new heating-cooling system is done by using a renewable energy source or a high-efficiency combined heat and power system.
The installation/replacement concerns the entire electromechanical equipment of the boiler room and the distribution network. This includes the installation of a new or the replacement of a burner and/or boiler system with a new gas system. Excludes expenditure on boiler and oil tank and efficiency terminal units.
The installation of solar systems for the supply of hot water with RES
It concerns the installation/replacement of a solar water heater for hot water supply.
The installation of a solar system for the provision of DHW is mandatory for those dwellings where there is no such system installed.
Replacement of air conditioning units
With new inverter technology, energy class A+ and above (up to 3 air conditioners / house).
Smart systems interventions (Smart Home)
It concerns work and technologies that:
a) adjust and maintain energy consumption at user-selected levels to achieve energy savings,
b) collect, analyse and present energy consumption data,
c) adjust and maintain shading levels to achieve optimal energy savings
